PACE is a not for profit organisation that supports the integration process of people with criminal convictions and bring about positive change in their lives. The work it does is complex and multi-layered and is funded by The Probation Service with support from CDETB, POBAL, An Garda Síochána and other agencies.

Robert Walters has been engaged to support PACE with the recruitment of its next CEO. This is a key hire for the organisation and the successful candidate will lead PACE effectively through the next stage of strategic development as the largest voluntary sector organisation working exclusively with people with criminal convictions.

Overview of the role of CEO:

As the CEO, you will be responsible for leading, managing and developing services and play a crucial role in the effective management of the organisation. In partnership with the Board of Management, you will be responsible for the strategic development of the organisation and for ensuring compliance with regulatory and legal requirements including the corporate governance of the organisation. The CEO will also be the public face of the organisation engaging continuously with State Policy Makers, Public Representatives, Government Departments and Funders.

Key responsibilities include:

Strategic

• In partnership with the Board of Management develop and implement strategic plans to enhance the quality of the organisation's services, leading to improved operational efficiency, and achieving business objectives.
• Establish priorities in terms of corporate objectives and approved long-term strategies,guiding principles and corporate milestones.
• Keep abreast of best practice developments in models of service delivery and lead the continuous improvements process in the organisation
• Provide strategic leadership and drive transformation
• Create an environment and culture conducive to strategic delivery

Operational

• Day-to-day operations ensuring the delivery of high-quality services and fostering a positive work environment to enable PACE’s staff to successfully deliver on its mission

• Ensuring that the current contracted services are delivered and any service level agreements and/or grant aid agreements in place are being met
• Ensuring that the PACE Housing Association standards are applied consistently and all reports necessary are completed
• Ensuring compliance with external Financial Audit and all financial returns to the Probation Service

• Establish, monitor and maintain appropriate management systems to provide effective internal control of operations.
• Identify, to the extent possible, all significant risks to the Corporation's business and consider and establish, where appropriate, procedures to mitigate the impact of the risks.

Financial

• Develop annually, for consideration by the Board, sound business plans and budgets to meet the Organisations goals and objectives.
• Ensuring that budgets, forecasting financial needs, and monitoring expenses are managed and developed

• Ensuring delivery of factual, analytical and evidence-based information as appropriate and required by the Board of Management, Probation Service and other key stakeholders

Leadership

• Providing expert leadership, guidance, advice, and performance development to members of the Senior Management Team
• Maintain a positive and ethical work climate that is conducive to attracting, retaining and motivating employees at all levels.
• Foster an organisational culture that promotes ethical practices and encourages individual accountability, integrity and social responsibility
• Leading responsibility for negotiation and delivery of the annual Service Level Agreement with the Probation Service and other services contracts/agreements as and when appropriate
• Inspire a business-oriented, professional, results-driven environment across the organisation

Stakeholder Management

• Establish, promote, and maintain relationships with key stakeholders including public representatives, policy makers, media, and other external agencies
• Ensure the Board are provided with all information in a timely manner and have access to management to permit the Board to fulfil its statutory and other obligations
• Build strong funder and stakeholder relationships and collaborate with the community at large

Key qualifications and experience required:

• Min 3 yrs experience in leadership role(s) with strategic and senior operation experience as well as line management in a multi-disciplinary team environment
• Experience in the charity/NGO sector
• Experience of working with people with experience of marginalisation
• A clear understanding of Charity Code and governance obligations
• A relevant 3rd level qualification in the Human Services Sector (Social Work/Care, Psychology, Counselling/Psychotherapy, or related field) and or a professional management qualification is desirable
• Knowledge of the criminal justice system and working with our target groups will be an advantage
